Does no printable internet coupons for "free" mean....

If something is $1 and I have a printable for $1 off, I can't use it? Technically, I am getting the thing for "free". I see that everyone is interpreting the commissary write-up to mean a coupon that says "Get a free ....with this coupon". Has anyone had a problem getting "free" stuff or overage with internet coupons?

DECA policy is to
accept IP if $ off product exceeds product price (think jolly time 150/1 IP and item is 99c)
not accept IP coupon for 100% free product "up to $x.xx" (think Flat Earth Chips, Any $2.99 IP)

I had some problems getting coupons for free bags of flatearth chips to be taken at Walmarts, but then took them to another store, Bilo and they scanned ok. The lady said that sometimes if the ink is alot that the code needs to be keyed in. Sometimes the stores can be kinda rude, but I always just say ok, I will take them elsewhere. Good luck to you.
