Default Hawaii & Alaska now considered overseas for expired coupons?

There is a current Army Times article that states Hawaii and Alaska can use coupons 6 months past expiration date. Is this a new DECA policy? As far as I know, this info is untrue. I'd love to see something official from DECA about it!

    Here's the article, page B4-B5:

They are both considered overseas assignments so I assumed they could use expireds. I can't remember the way it was when I lived there 14 years ago. Anyone know??

I know there used to be a trader on here from Hawaii that I sent expired coupons too. She could use them for 6 months expired. I don't know if it is still like that but that is a good possibility.

I've been a heavy couponer here for over 6 years and it is well known that we can NOT use expired coupons at our commissaries. Which is why I'd like to know if the policy has recently changed :)

My friend is in Honolulu and she said her commissary doesn't take expireds. I mailed to her new coupons last month.

As far as I know the policy has not changed, but if it has I would also love to see it in writing from DECA. I get emails at our CouponstoTroops site all the time about whether Hawaii and Alaska military families can use expireds and I'd love to be able to change my answer to them!

They do consider bases in Hawaii and Alaska to be OCONUS but the 6 month expired coupon policy does not apply there.

I actually just called the Scholfield commissary, and before I even got the few words out, the rep on the other end said it is a 'misprint'. So, finished the question so I knew I asked the question correctly. I asked, 'So Hawaii commissaries DO NOT take expired coupons?', and she said, 'No we do not'. Bummer :-(
