I ran into this when I was overseas too. The manager actually told me that the DECA coupon policy did not apply to overseas commissaries because they could accept expired coupons.
I tend to try really hard to not complain about staff at the commissaries.
I went in last week to purchase 2 Dove Deodorants $1.79 using $2/1 coupons and a few other things.
The cashier looked at my coupon and she said "You can not use this coupon here its worth more then the item" I asked her if she could get the manager and she told me the manager instructed her to never accept overage coupons because its against DECA policy. She did finally get the manager and I explained it to him , he was nasty as heck to me.. i mean nasty and of course refused to even look at the coupon policy.
Cashier then said I will give you the $1.79 and I told her thats illegal cause deca will still get the $2.. they finally agreed to let me use my 2 coupons and said that I can not do that ever again.
My question is.. due to this being at the small commissary which means they will know who complained.. am i going to feel the negative effects of my complaint to DECA? I just want to make sure that they instruct there cashiers and managers of the current policies instead of having staff that are just making up rules as they go along.

well this is first time this happened to me in a year so am grateful for that. I ended up just complaining to DECA and am awaiting there response.

I complained a few years back to DECA and they sent it to the store director, who contacted me and was just as rude as his staff...it was also a small commissary, my issue was never resolved, and the problem was similar to yours (when they had the $4/1 Pace salsa coupons, I even showed them their coupon policy I kept in my binder). I hope your problem is handled MUCH better, and soon!!
I have not had any problems at the commissary even with overage coupons yet. I have had more problems at Walgreens as it seems no two stores are alike but I am learning which ones to go to for which kind of coupon or sale item. I Hope they fix the problems at your location, good luck.

I had this happen to me overseas a few years ago with lotion. Called and requested a meeting with the commissary director, went in with my copy of the directives and got my lotion.
I am just now seeing this. I have never gotten overage at the commissary despite having seen here that we are supposed to get it.
I also got super annoyed with a cashier at one of them. She wanted all of the coupons first. Well, fine. Some stores do that. But she also demanded that when we unload our carts we put all of the heavy items like canned goods first. Well that is kind of hard to do! Because when you fill that cart you tend to put those on the bottom and the squishable stuff on the top. Not only that but if you had mulitples she would not ring them up until you had bunched them all together.
She was very vocal about this. The first time I got in her line it was a very long line. This was many years ago and at that commissary they didn't use the system I have seen at all the others where you form one line and wait for an open register. This place had only two (I think) registers and you got in one line or the other. If the other was open, which it often wasn't. I heard her snap at customer after customer to put their stuff on the counter properly so when it was my turn, I made sure to do that.
She drilled it into my head so much so that now it is instinctual for me to put my items on the counter that way. Odd though because I was a cashier for many years and I never had a problem ringing up stuff no matter how it was placed on the counter.
