What you could do, and this will kind of ruin it for everyone, but at least she/he won't be making a profit, is bring it to the attention of your store manager. At one of my previous bases, I'm pretty sure baggers/cashiers were swiping up the good inserts at the door, maxi saver etc, so eventually all coupons were handed out only. TPs became really hard to find too.

I would let the manager know though. Maybe print out some of the auction listings to show. I know that lots of people swipe coupons and resell/trade, but to do it on that level and for military only coupons just seems really obnoxious. Your client base is already very limited, so why be the jerk who swipes all the Qs and probably won't be able to sell most of them?
