Default Military Commissary: A New coupon problem

Ok so today the manager wouldn't let me use the $1/1 Chinet coupons because they don't say on them that they will pay the .08 handling fee. She told me that they won't take any coupons that don't say they pay the retailer a handling fee for taking their coupons.

Which commisary is this? I don't think DECA's policy says anything about requiring a handling fee....double check...and go with DECAs policy in hand on your next trip!

And of course, that info was wrong. I rec'd a response today, so will be printing that and going to the commisarry again tomorrow. UGH!!

Here is the main part of the response:
Many years ago we did stipulate in the Customer Service Department
Directive, that a handling fee amount had to be specified on coupons;
however, the current guidance, DeCAD 40-6 initially published June 2007,
only states that a coupon must contain a message to the retailer
specifying the terms and conditions for accepting the coupon. While
most coupons do include a specific handling fee amount in the message to
the retailer, some simply state they will reimburse the retailer the
face value of the coupon in accordance with their redemption policy; it
is understood and recognized that the redemption policy for all
legitimate coupons will include payment to the retailer of a handling
fee.
