[Edited to add: Never mind... sbp beat me by THAT much! (spoken in best Maxwell Smart voice, which is a lot better over the internet than in real life... LOL) Anyway, just refer to sbp's post right above mine.. much more succinct and clear!]

I found some info about "Conditions Applied to Mail Addressed to Military Post Offices Overseas" on
    MilitaryWives.com - Overseas Military Mail

Based on what I read there, I think the Customs Form 2976 is required for either 13 or 16 oz and over - I'm still not entirely clear, but I will be well below that limit, I think, with my first-class envelope. If anybody knows for sure, please post. Thanks. Oh yeh, something I remember reading on ocpnet.org and which the info here reminded me about, is that if the customs form is required, make sure to write gift and $0 value, since it is just a RAOK of expired coupons.

Some excerpts from the militarywives.com Web page linked to above:

    RESTRICTIONS LEGEND
    Form 2976, Customs - CN 22 (Old C 1) and Sender's Declaration (green label)
Form 2976-A, Customs Declaration and Dispatch Note
AAFES Army and Air Force Exchange Service
    APO Army/Air Force Post Office
    Box R Retired military personnel
    FPO Fleet Post Office
    DMM Domestic Mail Manual
    MOM Military Ordinary Mail
    MPO Military Post Office
PAL Parcel Airlift-Mail order catalogs are prohibited
    PSC Postal Service Center
SAM Space Available Mail-Mail order catalogs are prohibited
USDA United States Department of Agriculture

    ...

    B. Form 2976-A is required for all mail weighing 16 ounces or more, with exceptions noted below. ...

B1. Form 2976 or Form 2976-A is required. Articles are liable for customs duty and/or purchase tax unless they are bona fide gifts intended for use by military personnel or their dependents. When the contents of a parcel meet these requirements, the mailer must endorse the customs form, "Certified to be a bona fide gift, personal effects, or items for personal use of military personnel and dependents," under the heading, Description of Contents. Exceptions: All other exceptions listed in restriction B above are applicable to this restriction.

    ...

    X. Personal mail is limited to First-Class Mail (to include audio cassettes and voice tapes) weighing 13 ounces or less. This limitation does not apply to official mail.

http://www.ocpnet.org/ link to overseas coupon program

Our program serves military families by assisting you to forward "manufacturer's coupons" to overseas military bases. These bundles of coupons are placed on tables, at the PX and Commissary, or handed out for use by military members and families on base. This helps the family save valuable dollars and stretch their budget.

The site has info on postage and addresses of bases overseas.

Ok, right now I cannot actually afford to pay for postage to send it. I have alot of expired coupons so here is the question, "does anyone know if I can contact the commissary or someone here on my base that I can give my expired coupons to so they can send it?" I would hate them to go to waste. I just can't bring myself to throwing them away but I probably will have to if I don't find anyone who can take it off my hands.

ask your local commissary and/or family support center if they can/do mail them.
my comm mails the instore expireds OCONUS.
the family support center where i work used to send them but has since stopped.
when i was OCONUS, the comm had a box up front full of expired coupons, but i'm not sure where they got them.

If you can't personally afford the postage to mail coupons directly overseas, another idea is to do some research within your community to see if anyone has a coupon project going on.

some ideas on who might collect coupons:

    Veterans Organizations

    • VFW or VFW Auxilliary
    • American Legion or auxilliary
    • Marine Corps League or auxilliary
    • etc.

    Service Organizations

    • Lions Clubs
    • Rotary
    • Kiwanis
    • DAR
    • Elk Clubs
    • Moose lodges
    • Emblem Clubs
    • etc.

Or church groups, senior centers, girl scout groups, moms clubs, or even sororities at a college.
