Need help deciphering rules

I'm having a hard time figuring out what these rules mean. Could somebody further explain for me please? It seems that these two rules/answers (the underlined parts specifically) contradict themselves, no? :shrug7:

Do commissaries ever have "double coupon" or "triple coupon" promotions like those offered by commercial stores?

Commissaries do occasionally offer a different type of "double coupon" promotion than described above. For these promotions, manufacturers or other coupon issuers agree that commissaries may accept more than one coupon on the purchase of an item, and usually supply large numbers of coupons to patrons in the commissary in support of such promotions. These "double coupon" promotions involve doubling the number of coupons accepted on the purchase of an item, but DO NOT involve doubling (or otherwise increasing) the face value of a coupon.

May I use coupons in combination on the purchase of an item in a commissary?

No, customers may use only one coupon per item in DeCA commissaries. Even coupons without "exclusionary language," such as "NOT TO BE USED WITH ANY OTHER COUPON, " "NOT TO BE USED WITH ANY OTHER OFFER," "ONE COUPON PER PURCHASE," etc. , may not be used in combination on the purchase of an item. This policy is in line with the policies of other DoD resale activities and our commercial counterparts.

Periodically (like moonlight madness), the commissary and their vendors give you multiple coupons to use on a single product. Example: a package of 3 bottles of all detergent. If the vendor permits, they permit the commissary to physically give you (or tape to the package) 3 .50 off coupons. I have never been permitted to use 3 of my own from my stash, they physically give me 3 to use.

Occassionally, some commissaries have double coupon days, where they will double the face value of a coupon.

Other than those special times, you are only permitted to use one coupon per package (even if there are 3 items in that package, you can only use 1 coupon).

key word is PROMOTIONS. this is not the norm and only very rarely occurs -- and it's the manf/vendor who allows such PROMOTIONS.

one such time i stumbled upon was boxes of yogurt cheerios were 3.18 and they were giving three $1 coupons which made them 18c a box.

again, this is a rare and is hit/miss type of event.

During sidewalk sales at Barber's one year I got one of those huge tubs of Electrasol for dirt cheap because they let us use 10 x .75 coupons on one tub. Definitely hit or miss with more miss than hit.
