I did not really think that anyone was 'accusing me", I just wanted to clarify that that is not what I meant when I posted the info. I am not even exactly sure what the policy is regarding money back from a purchase with overage. I just think it is important for people to know the correct info. surrounding overage at ALL commissaries, .....the policies surrounding accepting coupons as set forth by DeCA. :)

no problem at all Emmysmum, :) I just wanted to explain that I did not even think about the scenario about getting money back when using overage. I just was trying to help other people out that have had trouble getting their local commissaries to give them overage. :)

Thank you very much for the information though, it is handy to be armed when be harrassed by a cashier because you have so many coupons... and by the way I go nowhere near the negative, but I do enjoy my overage to help pay for a few other groceries. :)

I'm glad you didn't think I was being a snot!

Hopefully your commissary will behave now that you have addressed the overage issue with DeCA. I thought mine was fully educated on it after a couple of letters to DeCA, but they have been giving me a hard time lately. Thanks to your post, I now have another bit of ammunition to add to my arsenal!

I have read in multiple blogs that the intended and stated "face value" of the coupon (not including up to = frees), is the amount that is to be honored at the register. Since the manufacturer reimburses the retailer/wholesaler/commissary/etc. the "face value" of this intended coupon plus handling (usually 8¢), it is technically coupon mishandling if the coupon is accepted and made to be redeemed for less than the intended value of that coupon, when they know full well that they will be reimbursed the full value of the coupon.

Thus... the commisary honoring the full value of the coupon is very reasonable because they ARE getting the full value of the coupon back from the manufacturer.

While I don't condone getting money back, I see nothing wrong with the overage bringing down your total OOP. My thoughts??? Use your common sense and CYA with intended purchases or fillers.

The frustrating thing, for me anyway, is that I went to my commissary armed with all the information and they still denied me overage until I emailed DeCA. I even had a copy of the official coupon policy with me and I was still told I was wrong.

Emmysmum - what kind of problems are you having? Are they limiting the amount of K-Y's you can buy?

Well, they are not limiting me directly, but they are giving me the run-around when I order KY (or anything for that matter!). They deliberately hold off on placing the order until the day before the day I ask for it and then tell me that they couldn't get it in. Or they just plain don't order it. Or they lie about having it in and then suddenly it's "missing" when I come in. The list just goes on and on.

The grocery manager is the worst of all. She's incredibly two-faced. She talks all about how she doesn't care as long as she moves product, but lies to me about not being able to get things, or that they don't carry things (like CleanTeam wipes--hmmm...they're on the shelf right now, LOL). The warehouse team is great--they will actually go in and place an order for me IMMEDIATELY when I drop off an order with them and they call when it comes in.

I'm not getting any flack when it comes to the actual overage (other than the snide remarks from some of the older cashiers), so that's a blessing, at least.

Truthfully, though, I am frustrated enough with the ordering difficulties that I am getting out of the overage game. It's terribly annoying and frustating to get fed a line of bull every time I try to order something (even if it's not an overage item). If there's a good enough deal that I happen to have coupons for, then I'll take advantage, otherwise I am just going back to my old way of shopping--using coupons for everything that I can and if I get overage on some things, GREAT, if not...oh well. I am not going to go out of my way to get overage anymore.

That is too bad. Like I said in another thread, I think that the time is coming soon in which they will change the policy again, to either limit purchases that allow overage, ....or take away overage altogether. Don't get me wrong, I feel like mom24stinkers does, that if you go to the trouble to find the deals, collect and organize the coupons, and use them in the CORRECT manor, they what is the problem??? What does the commissary care if you are saving money or not, ....Like she said,...They are the ones receiving the the overage if you aren't, as they are reimbursed the total AND .08 for shipping!!!! .......I just think that as more attention gets brought to the matter, DeCA will take another look and change the policy. (Nothing to do with this, but did you see that there is a new DECA director???????) We'll see. Hopefully that will not happen. Whatever happens, it is very unfortunate that very dedicated commissary patrons, who either serve in the military themselves have dependents that do, are in situations like the mom24stinkers and emmysmum are in, myself too.
