Sadly this is one of the things I didn't like about working there as their File Maintenance Coordinator (pricing person). The wording is confusing, because the "double pack" kotex does not actually say "double pack" on it. I mentioned it to corporate several times myself to stop refering to it as that because it is so confusing to customers. But.. it is referring to the larger packages, with more product. On the shelf you'll see about 2 different price points. One @ $3.xx and the other @ $6.xx. The $6.xx is what they mean as the "double pack."
This same confusion occurs with the Always. For the longest time, the ad only said "14 - 26 count." When every time, the 14 ct. maximum overnight protection was not included. My store consistently had to manually change the price on that from $6.99 to $2.50 because corporate never excluded it in the ad (it is classified as one of these "double packs"). It took several months of complaining about the issue before they finally fixed the wording in the ad.
So.. if you run into situations where the employees seem to be clueless, ask to speak with the FMC. They are the most knowledgable person in the store about the sale prices, what is/ is not included in the ad. If corporate has made a mistake the FMC is able to temporarily fix it at store level and shoot it up to corporate (who can then fix the issue at ALL stores by downloading the appropriate price point).
Please keep in mind when ad items do not ring up correctly at the register, it is usually not the fault of the store. Frequently (at least 2 or 3 items a week) corporate fails to download the ad price on an item. Yes, it's a PITA, but the store employees were not aware of it until it happened to you. Please do not take your frustration out on them.
But.. DO make sure you get your $5 off or your FREE item if you were overcharged on something. 
(And if you bought more than 1 of the same thing, the rest should be adjusted to the sign or sale price)
