In my experience in Houston, even with doubling and tripling Kroger has NEVER given overage! The double and triple has only been up to shelf price so just free NEVER overage (only exception was with mega sales)

Now, in Houston there is no doubles or triples, so if you are in that region please be aware coupons are only redeemed at face value
