I haven't had any problem using both. I suspect the cashier was making it up and the beep was for another reason entirely.
My sister went to Kroger this morning and when she handed over her paper q for kotex, it beeped and after a couple tries, the person said, "oh, you can't use a loadable and a paper q". My sister is not too familiar with using q's and just asked, are you sure and the person said "yes". Has this happened to anyone else? Hope it was just a fluke!

Technically shortcuts and cellfire will both tell you that you are supposed to use one or the other and they are not meant to be stacked, but I have never heard of anyone having a coupon beep because of it.
I don't recall Kroger's Q policy addressing the use of loadable Qs at all, but it does state one Q per item.
I can tell you that I went Monday night and still able to use both, in Houston area ... besides, since the loadables don't always come off (just as some Qs seem to beep for no reason), I don't consider the loadables to be 100% reliable.
If they start resorting to that policy (either/or), it'll change the way I shop.

Yeah, I think the cashier must have made it up, I've never had a problem either. The Q was for Kotex.
