I would say yes, that is how we do it and have no problems in getting our overage
I have noticed that my Kroger doesn't give you coupon overage. I had a $1 off coupon (my store doubles up to $1) and purchased an item for $1.59. I received the $1.59 off instead of $2. I purchased other items which I thought the overage would go towards, but it doesn't. I gave my Kroger card to the cashier before she started ringing up the transaction. Should I be giving my coupons first and then my Kroger card? Will this make a difference?

You shouldn't get overage at Kroger.
