I cannot tell from that link though whether this is for Shell or just the Kroger fuel rewards. The best bet is to verify with your store or corporate for your region.
I don't understand it perfectly but if you fill up at a Kroger station and have more than 100 points, you can get more than $0.10 off per gallon. For example once I got $0.30 off/gallon because I had 300 points from buying gift cards and prescriptions on my plus card. If I understand this correctly, at Shell you can only redeem 100 points or $0.10/gallon reward at one time, so you would have to do three fill ups to get the total of $0.30/gallon off.

Cintinative is correct. At Kroger gas stations, you can redeem up to I think 1000 points at once (or 1.00 off a gallon). At Shell, you can only get .10 off a gallon at once, it seems. But for those who only use Shell or are not near a Kroger gas station, it is a way for you to redeem points.

Shell station fuel dispensers don’t have scanning technology. To get the discount, either insert your large Kroger Plus Card or enter your loyalty card number found on the back of your loyalty card or key fob. You can also enter your alternate ID. Remember, your alternate ID and / or phone number must be registered with Kroger in order for them to work properly
This hsould be changed to allow you to use your phone number for the same reason you can not use it at Kroger Fuel Centers. Anyone could go tothe pump without a Kroger Plus Card and either randomly enter "their" alternate ID or use a friend's/neighbor's and end up getting (stealing) their discount! Remember, you can always enter your phone number (if already linked to your card) to EARN discounts but to actually REDEEM them, you are required to have a physical card. This is also how it works at CVS with ECB. Otherwise, anyone could redeem a found/lost ECB,
