If anyone is wondering, you can use the Always BOGO coupon for this sale. The smaller size packages (which you get free with the coupon) are included in the P&G $25 promotion. They are $3.29. The larger packages are $7 (for the most part).

Also, Vicks products are included. I bought some VapoSteam. Not all products are marked as being included, which is very confusing.
