which kroger's you talking about. they can adjust the rules the way the manager sees fit.
if it was me, i would go in and talk to the manager, and have a paper to hand him with the CIC website info and photocopies of a bricks ip with the check code hi-lited (you know the one that is different for each coupon printed) and then the same for smartsource, redplum and e-centives. and then include a PDF so you can show them that pdf's do exist, but they will have the same codes.
this will give them a way of checking ip's as they come in and train their cashiers. of course, on your flyer, i would cover the upc codes so no one can photocopy the ip and try to use it.
then tell the manager, what you heard and you use coupons legally and hope that this information can help them stop those that are photocopying ip's.
last year, my local krogers taught their employees how to do this. a few tried to look and i had to point them to the right number to look at.

mushrooms. It makes it so much easier to kill them.
I had asked for a raincheck for the pasta, and the lady told me I couldn't use that coupon because it would make the item *gasp* free....
