This is an odd policy they have this time. It should take 10 min for the card to activate which is stupid. They are trying to prevent back to back transactions. It's definitely not you, it's them.
I went to Kroger last night to get the GM cereal, buy 4 boxes and get $5 GC. I was planning on rolling the GCs several times and stocking up on cereal at or below $1/box when all said and done.
I get to the check out and they don't have any GCs at the register! Are you kidding me? When Target runs these deals they have stacks and stacks of them at each register! And my cashier doesn't know how to ring it up either.
So, we finally (after about 5 minutes to ring up 4 boxes) get the first transaction settled and we move on to the second one. We get that one rung up, card activated, coupons off. Time to pay. Gift card first, won't scan. It says that it's not activated. But I watched her activate it, and she did everything right as far as I could see. So she called up to customer service. They said it takes 15-20 minutes for the card to load the money!! At Target it's instant, I always roll my GCs at Target. So, I told her to cancel the second transaction and I'd have to keep coming back.
To top the whole thing off, I was so flustered with the gift cards that I forgot the cashier still had my coupons from the canceled transaction! I didn't realize that until this morning!! Well, crap, I'm out $3 in Qs and have no one to blame for it but myself.
Is this just bad policy or should I have known about this going in?

Has anyone done multiple transactions without rolling the GC? My first one went fine and I got the GC without a problem. I went back the next day to do it again and this time the gift card prompt would not come up. Cashier finally sent me to CS where they gave me a GC. The ad says one per transaction. I didn't know if it was one per CARD and that's why my second woundn't come up or maybe it was just my bad luck.

I don't think it's one per card. I did it today and yesterday with the same card with no problem. I don't think I'd try to do more than one per visit though.
DH stopped on his way home from work (same card number as mine) and rolled the GC from original transaction he got a second card just fine.
I'm not going to mess with doing it again. I think I'm just going to use this card to get cake mix for my DD's Bday (her 1ST!!) and call it a "fair" Kroger experience. I've had worse and I've had better.
they should of told you it takes that long. a year or so ago, i had a refund and they gave me store credit. they told me that it took at least 20 minutes to show and i might not be able to use it right away. my guess is the cashier did not know that.
my local kroger had a limit posted of one per transaction.

This happened to me as well at my kroger in lafayette indiana. Had to wait 15 minutes to ring another transaction. A real pain if you have 5 or 6 transactions planned.
