They should, that example isn't quite "stacking", at least how I would interpret it.
Your example:
Q 1 is applied to the dressings
Q 2 is applied to the produce

There's technically no crossover so it's not really stacking.
However, the coupon for the produce might beep, because it's probably not coded for produce, rather just coded to take off $1 (no way for the manufacturer to code the Q for produce).

Looks like you'd get only up to $1 in produce for each purchase of 2 dressings. If you purchase 4 dressings, then you could get up to $2 in produce.
