Consider this, maybe it's possible someone placed that price tag on the item to deceive Kmart's customers that didn't work for Kmart. Any store would have the right to remove a false tag, you are assuming they meant to do that but later decided not to. Kmart needs to make a profit to pay its bills and its employees - so it makes sense why they won't just give mismarked items away for a fraction of the cost. It sounds to me like you knew the item was worth 19.99, not 1.99 and it was either an employee error or it was done maliciously.
It's sad that it would upset you, because let's just say you were selling your car for $15,000 but you made a mistake and the tag said 150.00... would you feel obligated to take such a cut in pay? Heck no! Mistakes happen to everyone, don't be so harsh when you catch one.
