NO you don't need a card. I registered only several months back for the rewards program. I don't have a Penney card & I got the $10/10.

I received one in the mail yesterday. Anyway, it says $10 off a single purchase of $10 or more.

Does "single purchase" mean one transacation or one item that is $10 or more?

It means either. You could buy 3 items for $40 and use the coupon or you can buy a item for $10 and use the coupon. HTH
