Papers can choose not to subscribe, and some of the "high brow" ones, for lack of a better word, do not subscribe to any ads. Some do not subscribe to Valassis or SmartSource or Parade or Weekend Today, or other "insert magazines", which is what they are called. The papers do not dictate the content, though, the coupons that are published in each print are a complicated marketing process.
Several coupon publications, like PG Brandsaver and some of the SmartSource ones, provide websites where you can enter a zip code and determine which papers in your area carry their publications. Not just local papers, but which papers distributed in your area will have their insert subscriptions.
