Hyvee: GDA on Clorox Bleach $1.64 for 3, 96 oz. bottles

An in ad q reads "FREE Clorox Brand Bleach, when you purchasse any 2 (two) participating Clorox Cleaning products"

I'll get 2 Liquid Bleach at 1.58 each and use a 1.50/2 q.
So I'll pay 1.64 for 3, 96 oz. bleaches!

I am trying to decide if this Q will work at Target. It looks like a manu Q to me, with submission instructions adressing the "retailer", not HyVee specifically.

If it would work at Target then I could use the Target Q to get a pack of wipes (which I really need) and a couple bottles of bleach. I have to do some price comparison to make sure it would be the best deal.

Any opinions on whether this Q will work at stores other than HyVee?
