It almost sounds to me like he deliberately lets his dogs loose as joggers go by. Maybe he's getting some kind of little thrill out of it.
You can give a horse a coupon, but you can't make it save.

id call, like everyone said PLUS there are people who just dont care sometime, they act like they didnt see anything or just like "whatever" no big deal " what will they do?" i hate it when some people think like that but we have to admit that they exist in this world :( and a biting dog isnt a good thing, what if a child is bitten? what if the dog gets sick someday and bites someone? thats very dangerous! :S

I would definitely call animal control. Owners such as the one you describe give all dog owners a bad name. I have akitas. I am VERY cognizant of others feelings when I am out with my dogs. I realize that my dogs are very big, and some folks are just afraid of dogs – much less big dogs. So I try to be hyper-vigilant about obeying dog laws. I keep my dogs on leash, even when in my own yard. Further, dogs IMHO are more likely to become aggressive in their own yards than somewhere outside their territory. They are ‘protecting’ their territory from you….a stranger. I am not, however, making excuses for their bad behavior.
I had a similar situation upon moving into my current home. The next door neighbor has a black pit-bull looking female dog. Upon moving into my home, I was charged by the neighbor’s dog SEVERAL (more than 5) times my first week living there. A couple times, I was charged when taking my own dogs out to the bathroom (on leash) in my own yard…the side away from the black dog’s house. Approximately 150 foot from neighbor’s house. Then, a couple more times, I was charged while walking up my driveway without my dogs. That was the last straw. I marched to the neighbor’s house, knocked on the door and confronted him. I asked him to keep the dog on leash. He argued. I threatened to call animal control / Sheriff. He eventually came around to my way of thinking. He was totally clueless that the dog was causing problems.
So my knee-jerk reaction is to call animal control. However, you may want to consider talking to the owner first…He may not be aware. If that does not go well, call animal control. In the mean time, take good notes.
