I would have asked for a manager or quickly headed over to CS and reported her for stealing.
Sunday afternoon my husband and I went into my local Circle K and as we were standing there a lady is standing right next to the cashiers and was taking multiple inserts from the papers and loading the coupons into 1.
I looked at my husband and he knew what was going on.. I said, "It must be nice to have so many coupons that you dont pay for". He said.. "Shes stealing them from other papers?". I said "Yep, she sure is!".
Cashiers look at myself and my husband and said nothing and did nothing!
The thief looks at me and overheard myself and my husband (my intention of course!) and tells me.. "I am just learning! My daughter told me about that Extreme Coupon thing..blah blah" "I am just making sure the coupons are in my paper, I am not taking any."
I fired back at her... "I just stood right here and watched you take the coupons out of 3 papers and put them into yours!" She continues to deny it of course... all the while the cashiers STILL DO NOTHING!
My husband and I both point out to the cashiers and the thief that stealing is stealing but nothing was done..
As we are leaving the thief is STILL taking coupons out of other papers and I said... "Whatever helps you sleep at night lady!"
Pissed is beyond what I was... bad enough to have the thief but the cashiers that didnt care irked me even more!

Circle K is a convenience store - not a lot of personnel there at one time (at least in our neck of the woods).
I tell you this lady was BRAZEN!! Hopefully when other customers noticed they had no coupons they complained and management got wind of it. Maybe even reviewed the videos!!

I would contact the newspaper office. I'm sure they'd like to know about the blatant theft in front of an employee. My former occupation was with a monthly publication that was sold in convenience stores. We would have penalized the store for the inaction of the cashier if it were reported to us.

I am proud of you for saying something and am totally shocked by how brazen she was. Stealing is stealing - why others can't see that or justify it away, is beyond me. If you want 10 coupon inserts - buy 10 papers. I feel sorry for the people who come behind her and buy a paper - only to discover their coupons were already stolen.
I would have taken pictures of her with my cell phone - better yet, video of her theft.
If she had a problem with that, I would have offered to call 911 so she could complain to the police.
I think that would stop her...
(Then maybe give the photos to the store manager so he'd know who the coupon thief was.)
My husband and I were talking about it after we left and we concluded the thief had to have known the cashiers too... why else would they have just stood there and knowingly let her do it? It made no sense.
I never thought about taking a picture of her with my cell... wish I had!
Wow, it's people like her who are ruining it for the rest of us. ITA with another poster in saying to call the newspaper circulation office and let them know about this store.

I am not a huge advocate of contacting home office, especially in regards in coupons (simply because I try to fly under rader) but this is one thing I would NOT let rest! I would contact store manager, home office AND the paper. We are responsible for stopping the abuse!
PS may this lady's items bought with these coupons spoil!
