$10 Rebate Was Returned - Post Office Fault

It had to be postmarked by January 15 and I mailed it on January 15 before the pick-up time (4:30). When it was returned I looked at the postmark and it was not postmarked until January 18. Stinkin post office! Who can I complain to?
