Well, you can tell him his engine purrs like a sweet kitten, but his timing is off!
To really surprise you he should also have planned out everything that needs to be done with the kids, so you don't go have fun just to come back and have more work to do.
I think you need to communicate this to him.
And he could also surprise you with a days notice...Like: "Friday Mom is picking up the kids after school and helping them with their home work, and when I get home from work we're going to go out to the theater. Here's a $40 GC to JC Penneys so you can buy a new outfit."
