All stores do this no matter how high end. When you bring something back, it gets tossed somewhere with all "returns". Then it gets re-tagged and rehung/repacked and put back out. They're supposed to pull out things that are damaged or worn (more than just tried on, anything that looks like it was washed or should be washed, etc.) but you have to realize this work is done by $5 clerks, often college aged kids. Attention to detail is not likely to be their motto. Even if someone is on the ball with it, Mary took the return and didn't put a damage tag on it. Sally comes along and restocks the returns and doesn't know the zipper is broken and it goes back on the rack.
