I tried to sell a laptop about 3yrs ago and had fake BIN winners with fake PP e-mails, etc. Never again will I deal with that when selling spare computers. I use CL instead or just donate after wiping the hd to a non-profit.
I can't imagine how much this sucks for you. I hope they do something for you, but my gut says they just don't care about the seller these days. I mean you can't even leave neg feedback for buyers now, no matter what.

I am a regular seller on Ebay-have been for 10+ years. Here is an example of the Paypal email I receive when I receive payment for one of my auctions. You can see where it states whether or not you are eligible for protection as a seller and whether or not it is a confirmed address. Ebay used to be great but the round of rule changes that included sellers not being able to leave negative feedback really stinks. Haven't they ever heard of "if it ain't broke, don't fix it?" Supposedly it was to increase the confidence of buyers, but like most good intentions, there were unintended consequences. |

I wonder where we can read the regulations about PP responsibilities in this situation: the merchant had no idea that the CC and PP accounts do not belong to the person who bought the item, completely fulfilled their side or agreement delivering the right item to the reqiuested address? |

It was a stolen CC so the owner of the CC or the CC company has filed to get the money back. It was not a lost of broken item, so insurance would not cover it.
As for Delivery Confirmation, I'm not sure if that works for shipments to another country. I thought I heard a long time ago that DC wasn't available for international shipments. Signature confirmation may be different, I'm not sure. |

| Re: $1,100.00 SOL Thanks to Paypal I have 2 IDs, I have done well over 100,000 transactions (selling) on ebay. I have had chargebacks-I have lost some I have won some. I look at it as it is part of doing business on Ebay (or any business that accepts credit cards).
You MUST ship to the CONFIRMED address to be protected-pretty much end of discussion (for Paypal). That has been the rule for Paypal since I started doing it about 10 years ago.
Is every unconfirmed address fradulent? Heck no, I ship to unconfirmed addresses all the time, but I am only willing to ship items that I am willing to take the loss on.
I do agree with the person that said that you are selling in a catagory that has a HIGH amount of fraud in it. I do mostly clothing (not designer) so it isn't nearly as bad for me.
I remember the first time I got scammed. It was the first year I was doing business and they won a small trial size bottle of perfume. They wanted it shipped ASAP International Express and the address that paypal had on file was in carribean, I think, and they wanted it shipped to Indonesia....I learned my lesson really quick. Indonesia is one of the countries with the highest amount of fraud (at least at that time). I mailed it that day and sure enough the day after that I got an email from Paypal saying not to ship. There were several red flags but at that time I didn't know, luckily I was only out about $35.
Being as yours went overseas there is nothing you can do. You can file your police report, but really there is so much fraud where this is concerned they won't do anything.
I am sorry you lost your money but you might as well just chaulk it up to a VERY Expensive lesson learned.
