The double bars tend to work really well. I've noticed that WM has really upped their closet and home organization selection in the last few years, and I think they have a lot of things in all price ranges. A second rod alone is a great addition. There are also a lot of hangers out there that enable you to "stack" your clothing and use your vertical space, and a lot of them are fairly inexpensive.
If you decide on something more permanent, the Easy Track is a great system. You mount a metal track into the studs, and everything is supported by that, so it's really sturdy. If you have Ace/True Value/Do It Best affiliated hardware stores anywhere in your area, they tend to carry them, or can order them. They're really easy to customize, fully adjustable, and I managed to greatly expand the space in a 5x4 closet in our old house in Chicago...enough room for DH's and my stuff! They can run closer to $100, so it's a little higher-priced, but they're a good investment, but the system can be installed in an afternoon with a drill, a level, shims (if needed), and a screwdriver.
