Can you iron? You can always purchase really inexpensive fabric ($1-$2 per yard) Cut it to your desired length plus 3 to 4 inches for a hem and then use fusible hem tape to hem them. Then, to hang them, there are all manner of clip on rings with which to hang them.

The only problem with this method is that the hem tape will not last through a warm wash or a trip through the dryer. The fusible hem tape is an iron on product that is heat activated. If you heat it any additional times (dryer) it will come unstuck.
