How about removing them from the cabinet and hanging them on the wall or from the ceiling? I've seen one that uses plant hangers with a dowel and metal S hooks to make one for the wall (plus its adds shelf space). I've also seen another DIY creation that made from pipes and suspended from the ceiling.

    google: DIY pot racks

Wisebred has one listed that you can make for $10.

If you are looking for something outside the cabinet my cheapest suggestion is get a wood pallet. Take it apart and nail it together in a rectangle with 2 boards nailed inside to help it hold it's shape. Hang from ceiling with 4 large hooks, chain and I-bolts in wood frame. You can sand and stain the wood or paint it to match the kitchen. Then get a piece of stainless steel fencing and attach to the top of the frame securely. Place large S hooks in fencing and hang your pots and pans. You can make it as large or small as you want. It will cost around $15 for all parts unless you already have some on hand. Or create a rectangle with wood, attach the fencing on the backside and attach to wall. Hang pots and pans from fence with S hooks. The stainless steel fencing gives a nice industrial look. Inside the cabinet, again take the pallet apart. Cut, sand, stain or paint the boards and create stacking shelves inside the cabinet ranging small to large depending on the sizes of your pots, pans and such. You can make them as deep as you want by making multiple sets and lining them up. Go to thrift stores and look for stainless steel office or closet shelving. Just a few ideas.

An old heavy duty garden rake painted and bolted to the wall will make a small pot rack. Or screw it to a board upright to separate baking pans.
