Especially when the ad lists all the extra savings you can get with coupons. It's possible that the register is simply not programmed to recognize the pre-coupon total.
When I spoke to the lady at P&G just now, she claimed that there was no form for the Harris Teeter offer. It clearly states in the ad that you need one, but...whatever, as long as they honor my rebate.
