Harris Teeter ~ Question: Does anyone know if Catalinas are National (i.e. every store)?

First, let me apologize because I am new to the couponing world and learning as fast as I can... I just found out about Catalinas and I was just wondering if the Catalinas are a national thing for every store that offer them? It appears that the Pillbury one matches up to just about every store, which is why I got curious. Also, because Food Lion posts them on their site and I wanted to know if these would apply to Harris Teeter as well?

The Catalinas are often offered at multiple chains, but they aren't always offered at each and every chain.

It's one of those mysterious things. We have to figure it out with our collective internet mind -
How on earth did couponers do this in the days before the internet,....especially before the days of HCW??
