does HT take manufacturers coupons from other stores?

My store in Charlotte takes competitor's coupons. So I use Food Lion, Bloom, and Lowes Coupons there.

my coupons are CVS and Bi-Lo won't take them.

my store just told me the only competitors coupons they take would be "so many dollars" off your total bill and not coupons on individual items.

I called another HT and got the same answer........
