I don't understand how the pasta/rice a roni, or the pepsi Q's make the items free..if they are $1 a piece, with .50 off coupons..that makes them .50, right?

It depends on whether your store doubles coupons. The Giant stores around here double up to .50 (and I assume they do in the op's area as well), so the .50 coupons doubled makes the $1 items free.
