The coupons with the prefix "9" will not double automatically in most computerized checkouts, so if you see a "9" as the first number in the bar coded area of the coupon, it probably won't double without the cashier manually overriding that and letting it double.
If your store policy is to double coupons make sure you watch as they scan coupons and any with "9" will not, simply say "Oh, that coupon didn't double" - no need to explain the prefix number variance, it will only confuse most of the cashiers
If I have any coupons with "9" on them, they go last so I can be totally focused on when they scan and call it to their attention.
Some of the insert as well as some printables are showing up with the "9" prefix now  Used to be mostly found on blinkies in some stores.
