REP means to add to someones reputation on this board.

Look to the left under my user name. You will see 3 icons. The one in the middle is scale. If you roll your mouse over it, you will see it says "add to reputation".

If someone does something that is helpful for you, you can REP them, and tell them how they helped you. I hope this makes sense.
