I've always done really well with the cheap seed packets. Depending on the store they can run anywhere from 10 cents up to 59 cents around here. Of course, it seems every year they get higher, but still a great deal compared to other brands.
The only problem I've had is with Chives. No matter what brand or what year, those packets never seem to do well. I get a few tiny plants or none at all. If I plant the more expensive seeds, I don't have a problem getting a healthy bunch of chives.
As far as heirlooms, some of the cheaper seeds are the more common, old heirloom varieties. Often they will tell you right on the label.
