There's no rule here against scanning them. Some of the reasons folks use a camera instead of a scanner are: 1) don't have a scanner, 2) can do it faster with camera than scanner, and 3) ad pages are too big to fit on scanner.
If you scan/photograph an ad that has coupons in it, be sure to block out the barcode of the coupon.
That's the only rule about ad pictures that I know.
