They are reputation points.People give them to you by using the scales in the right corner of your posts.Usually for giving good tips or being helpful.

Honestly, it doesn't really mean much. There isn't a heirarchy here based on reputation. It's just a fun thing we have to let one another know that we appreciate them.
There are a set of scales in the upper right corner of your post box. If you click on someone's post on the scales, it will bring up a reputation window where you can enter comments and either I approve or I disapprove.
Each rep is assigned a point value. Reps from mods and supermods carry more points than reps from members. The more points you have, the more pips you'll have under your post count.
