You could give the kids goldfish crackers, i know, i know, brillant idea, lol. Perhaps blue jello with little bits of cool whip for waves.

You could fill a kiddie pool with play sand and one with water. Make palm trees and attach the the fence.

I would offer suggestions, but I didn't really decorate for my son's first birthday. I got tablecloths, plates and coordinated the cake to them, and that was it.

I don't really think you NEED to decorate all that much. Octopus cake. Blue tablecloth for the ocean. Plates with fish. That pretty much covers it.

Here is what I did for favor at my son's 1st birthday party.

I set up an ice cream sundae station so all the kids (some adults to) could make their own sundaes. I had all the fixins, crushed oreos, m&ms, gummy worms, sprinkles, chocolate syrup and whip cream! I gave each child a plastic ice cream cone cup with their name on it. So not only did they get ice cream, they also got to take home the cup as a favor. To make it look nicer I filled the cups up with ziplock bags filled with popcorn, put a red fuzzy ball on top to make like a sundae (for display purposes only). I found an old fashion ice cream soda/sundae sign that placed in the center of the table with all the cups and goodies around it. Kids loved it!!!

If you can't find the cup at your local dollar store try Party supplies, crafts, party decorations, toys: Oriental Trading they have something similiar, the cups are a little smaller but serve the purpose.

Make some "Jigglers" with blue jello, you can also go to candy store, I know they have "Candy sharks" you can place them in the jello. With small children around you would not want to have standing water. As a party favor, the other day the dollar store had "kids float wings" for a dollar! How about Pirate hats (free from Long John Silvers), also at the dollar store that has sun shade hats, some of frogs, and such for of course $1, and sea shells there too. How about a sand box with shells hidden in them, maybe paint one of them "GOLD" and the one who finds the gold shell win's a prize. I know your daughter is only 1 but, most will have older sibblings that come too.
