My mom has signed up for several coupons and things...some as the grandparent and some as the parent. I don't know about the legalities of it, but my mom isn't in jail yet & we got double the free stuff! =)

I also have to chime in on the WIC part...DD had TERRIBLE food allergies as an infant and we switched formulas FIVE times. We finally rested on one that was $40/can!
If a doctor prescribes it, WIC WILL cover it. The allotment will work out to the same number of ounces/cans that baby gets now. With DDs, we actually got 12 cans rather than 9 since they were smaller.
It's part of the benefit of WIC, so make sure they take advantage. Also, *some* insurance companies will help cover the cost of certain formulas if the allergy is very serious. It was a huge relief knowing that we had someone to help pay for it, because otherwise, there's NO WAY we could have afforded $300+/month on formula on an Airman's salary!
I wish the new parents all the best. I know how frustrating it can be to have a baby with food issues.
