If it were some other fabric, I'm sure a dressmaker could make it. The hardest part would be the cowl neck. It looks like the sleeves have elastic at the bottom and it has a simple drawstring at the waist. My mother used to create dresses from looking at pictures. She would take one pattern that sort of matched part of it and maybe another pattern that matched another part and put it all together. She doesn't sew much anymore and doesn't take in sewing jobs, but I'm sure there's someone probably even on here who could do it.

Resident Costume Designer here for my old high school.

In order to have someone make a dress like that for you, I can already tell you it will take a lot of $$ to hire someone to make it in a knit such as that- they would not only need to be skilled at sewing, but also working with knits, which can be a real pain. Even buying the smallest size and bringing it down in inches would definitely ruin the integrity of the knit fabric.

So I've searched for "cowl neck sweater dress" in Google and came up with a few leads which are similar and could possibly be good substitutes:

JC Penny has one here on sale for $29.99. - This one includes a belt, but has 3/4 length sleeves as opposed to full length.

And yet another JCP at $29.99. - The one comes in Jrs sizes and features full-length sleeves.

And another at JCP for $34.99. - This one includes a belt and removable cowl.

Beall's has one here in brown at $36.00.

Target's Mossimo line has one for $24.74 (online only).

And Target's Merona line has one for $34.99. - (Also online only)

Macy's has this one for $44.99. - It comes in 3 colors (black, pink, blue).

So I hope this little bit of digging around helps somewhat. I'm sure there are others out there, but here's a start.

I found a really cute one on Victoria's Secret's website but because I waited a day - if I had bought yesterday - I would have gotten an extra 20% off all dresses - but now that coupon code expired - I just cant bring myself to buy it knowing it would have been $15 cheaper yesterday.... back to square one....

Well, possibly if you could clone yourself and then the two of you got in it. But it would still be a tad big.
