OP you said he is retired. Maybe checks are easily traced will affect his SS. I'm not sure how much retirees can make before their SS decreases. Yes the SS thing is true..they will cut it down if they can find a paper trial of any kind at all..

Also maybe he had been give to many bad checks, and if he dont have a bank account they do charge to cash any checks these days.

No permit needed and my assumptions are only geared to this guy based on what he told me.

It could be his retirement payments, of course, but it is more probably something much simpler. He may not like banks. I know people my grandparents' age who lived through the depression are suspicious of banks. It may be as simple as that. He might also have an arrangement with his wife she gets the checkbook, he gets the cash from his day labors. For that matter, he may just not want his wife to know what he is making doing the work. I know my neighbor did some cash handy work over recently just so he could pay for an anniversary gift for his wife without her guessing. She thought he was bowling. If you just want a record via you checkbook, there is no reason you can't just go cash a check for it and write his name and what was done in the memo field. Since your check would be a personal check, I'm not really so sure it would need to affect his social security anyways. Certainly not if he just goes and gets cash without running it through his personal account. I'll guess he just dislikes banks.
