first store i went to today, I found pocket size tissue packs 2/$1, and the cashier read the coupon and scanned it no problem.... next store I went to, the manager who was running the register said tissues dont work for that coupon, its supposed to be used for lotion, soap, etc... I told him that i had just used one at a different store for tissues, and he told me that he has fired employees in the past for using coupons in that way.
I think Skin care wording is quite clear.
In my opinion, using it on tissues is not a correct usage. Just because it's touches your skin, doesn't mean it's a skin care. Skin care would be lotion. Also I have to disagree on q-tips and cotton balls.

Whenever in doubt, always go to CVS.com. Under Beauty is a tab for Skincare, which includes the following categories:
Eye Treatments
Facial Cleansers
Facial Moisturizers
Hand & Body Creams
Suncare & Outdoor

I would consider tissue, cotton balls, qtips to be Personal Care items.
