No, I believe my explaination is the correct one. 74.99 (regular price) - 55.00 = 19.99. That's why it says 19.99. The value of the coupon is up to 55.00. If it's on sale for 39.99, the coupon is worth up to 55.00 so they will adjust it down to 39.99 so you won't get overage.
Same as if you have a coupon for 1/1 butter and the butter is on sale for .50. The coupon is adjusted down to .50.
I do agree that we need the mods to decide how this coupon should be used so we don't have to wonder if it's ok to discuss it's usage without getting a warning.
