The one bogo coupon is for the two products, no additional coupons should be used. The coupon does not only cover the free product. A bogo coupon requires that you purchase 2 items. You must bring 2 items to the register to check out. Both items need to rung up, then the coupon requirements are met and the value of the coupon is deducted. Those 2 items are both covered by that one bogo coupon.
It is not whether you have the same number of coupons as items that determines how many coupons you can use, but the requirements of the coupons. You wouldn't use 3 $1/3 coupons to purchase only 3 items saying I have 3 items so 3 coupons, because the terms require a purchase of 9 items. It's the same with a bogo, the terms require a purchase of 2 items. Buy one (1) get one (2) and the coupon covers both of those items so no additional coupons should be used.
I've tried to make it clear and not confusing. Not sure I succeeded though.
