No, they don't have to be purchased all in one transaction. You can buy two each in two separate transactions. The $3 ECB will print after you've bought 4.

Assuming you have a Q not expired, You can get 2, but you will only get ECB for 1.

At least that's how it worked when I had a bogo on something FAECB.

In my experience no. I have never been able to have a clearance item spit out a ECB. But you could try.
