Yeppers!  But hey, if you feel it's wrong, please go with your feelings. I did just that until the proverbial lightbulb came on.
I still will not use the $ off coupons with a bogo coupon if I'm getting both free. The wording I received from CS states that the second coupon would be adjusted to make the item free, but no overage, so I do not do the overage thing with q's.
The manufacturers are okay with it because we are buying 2 items (purchases) & that's all that they require. Sometimes the manufacturer will put out a large coupon off of 2 rather than a bogo (like Herbal Essences $3/2) & this is why - so 2 q's can't be used. And it IS legal, per the wording on the q. The manufacturers know this & so does CVS.  However, it's not ethical to try it when you know it's against a store's policy.
