This is the reply I got from my district manager for CVS.
I am a District Manager with
CVS. Unfortunately we do not accept coupons on clearance items. In
many cases the value of the coupon is greater than the value of the item
as clearance items are typically 50 to 75% off the original retail. I
apologize if this causes any inconvenience for your. Please let me know
if you have any questions. Thanks and have a great day.
Also I emailed corporate about coupon policy, I don't want to quote the whole email publicly, I can forward it to people individually if wanted, but about clearance items (this is a direct quote)
"If an item is marked down or on clearance, coupons will not be accepted."
I'm disappointed. I'm new to couponing and I thought the whole point of coupons was to use them on clearance :)

Some refuse because either they don't know how to adjust down or have been told not to. You can try asking for the manager and see if they will do it. But in my experience, every store behaves differently in this respect.
And he probably said .80 to allow for tax.

someone may have said that the deals are easier to make if you keep at least 10 available, but i am down to $3.49, and i could spend them or not, as i please.
i do suggest that you start with 10 dollars cash money, so you can buy things and build up the bucks.
