What they're talking about here are the $/$$ coupons that you get in the mail (such as the $4/$20 coupon you get for signing up online). Previously, people could post a link to their coupon, and EVERYONE would print it out and use it. That is no longer acceptable.
The $2 skincare coupon was not emailed directly to a customer from CVS. Instead it came from the online version of a beauty magazine that CVS put out (I think?). Which means it's perfectly legal for you to access it. And even to access multiple copies of it.
(How you interpret the "one per customer" wording on the coupon is a different matter, perhaps?)
The way to tell: the $/$$ coupons that you are NOT supposed to post or print (unless it's sent to you personally) say on the coupon itself that it is not to be used except by the recipient of a direct email from CVS. (Or some such wording.)
Or: only print and use coupons that you have a legitimate source for. e.g., for the skincare coupon, find and use a link to the beauty magazine itself instead of printing it from a pdf.
